| villages will be balanced to begin with. five people will be allowed to join each village until all five main villages have five nin including the kage.
ranks will also have to be reworked and groups made for each village.
and by restrictions on kages what do you mean? | |

| ...by ranks i mean no post requirement rather each rank will be earned not through posts, but through the only way that it shows in the manga. tests.
kages will be determined on experience and knowledge of naruto, so that they don't defy any laws of physics that are only bent in naruto.
character sheets...i can do that. new characters? no. you won't have to repost your character. how long you are kage depends on a few things, your characters age which an aging/time system will have to be discussed, if your character dies and if you step down. which you can. | |

| There should be an exam on the top 5 ninjas on who should become Kage.
Maybe the story can become that all Kages have been murdered in each village by a Bounty Hunter.
And now in each village there are selected 3 shinobis to become Kage with a test.

| quite possibly that will have to be. and this will be a written test that i myself will write up to anyone that pm's me with the interest to become such. if only one person applies to a certain position [such as one person wants to be kazekage and nobody else] that person will be given the title.
also i'm sorry to say that the posts equal ranks system will have to go. posts are not a legitimate way to gain a rank. and so all ranks will be given via tests. i will work on individual groups for the villages.

Those are not their real Ranks, they are just titles given for the amount of post. | |
